Appendix E

FACILITIES/EQUIPMENTS REQUIREMENTS
FOR LICENSING/REGISTRATION

GRAINS BUSINESSMEN FACILITIES/EQUIPMENT REQUIRED

1. Retailers a) duly calibrated scale or weighing
apparatus;
b) adequate storage space;
c) rice boxes duly painted white;
d) price tags measuring at least 17
cm. x 13 cm. on rice displayed for
sale, in kilograms. It shall
indicate the price per kilogram
and the type/milling whiteness
(degree) of rice whether NFA rice,
regular milled (RMR) or well-
milled (WMR) rice.

2. Wholesalers a) duly calibrated platform or
(except "brokers") suitable weighing apparatus;
b) adequate storage facility, owned
or leased for the grains to be
traded;
c) price lists of grains displayed on
a conspicuous place in the
establishment of the businessmen;
d) Duly calibrated moisture meter
for wholesaler of palay; and
e) Dryers for wholesaler of palay/
corn.

3. Millers a) duly calibrated platform scale or
(except mobile rice/ suitable weighing apparatus;
corn miller operator) b) fire extinguisher/s;
c) adequate space for the grains
received for milling; and
d) duly calibrated moisture tester
except for owners/operators of
single pass rice/corn mills who
render milling services only and
are not in wholesaling and/or
retailing of palay/corn nor in
bonded or non-bonded warehousing.

4. Warehouse Owners/ a) duly calibrated platform scale or
Operators (whether suitable weighing apparatus;
bonded nor non-bonded) b) duly calibrated moisture tester
for warehousemen of palay/corn;
c) dryer for warehousemen of palay/
corn;
d) fire extinguisher/s;
e) fumigating and pest control equipment;
f) pallets;
g) warehouse should be rodent and
bird-proof and properly ventilated;
h) if warehouse is not completely
bonded, a fixed partition to segregate
the bonded from the non-bonded
portion thereof;
i) dry seal upon approval of the
application for bonded warehouse.

Signboard Requirements:

A. Dimension

1. Signboard should be at least 45 cm. in width and 75 cm. in
length for retailers, wholesalers and other establishments; and

2. Signboard should be at least 75 cm. in width and 135 cm. in
length for bonded warehouses, rice/corn mills and/or
shellers/dryers.

B. Contents

1. Name and Business Name of Licensee;

2. NFA Control Number;

3. The words "LICENSED GRAINS RETAILER" or "WHOLESALER" or
"GRAINS BONDED WAREHOUSE" or such appropriate appelation
depending on the line of activity engaged in;

4. NFA Logo in emerald green and yellow gold to be placed at the top
center portion of the signboard.

C. Color and Material

1. Signboard shall be of strong material suitable for signboards
and painted white as background; and

2. The words/information contained on the signboard shall
be painted in white and imposed on a second background
of emerald green box.

For those with multi-line of activities, all licensed activities shall be indicated on the
signboard such as "LICENSED GRAINS RETAILER AND WHOLESALER", etc.
