In line with the NFA Price Incentive and Rice Assistance (PRICE) Program, we wish to inform you that you are entitled to an allocation of ________ bags of NFA rice corresponding to palay deliveries for the previous calendar year totalling to _______ kg equivalent net weight at 63% GMR if WMR / 65% GMR if RMR. We wish to inform you of the following basic guidelines of the program :
1. You will have to signify your intention to purchase the abovementioned volume of rice allocation on or before April 30 by submitting to us a Board Resolution (if FO/FC) / letter (if Legislator / LGU) indicating therein the quantity / quantities to be withdrawn and schedule of withdrawals by month, otherwise your allocation shall be forfeited.
2. You will have to inform the concerned NFA Provincial Office in writing of your intention to pay the scheduled rice allocation at least five (5) days prior to your scheduled date of withdrawal;
3. Payment of rice allocations shall be made only from May 1 to September 30 of each year;
4. Rice purchases of FOs/FCs shall be computed based on retailer’s price, if FO/FC is a licensed and NFA accredited grains retailer, or on consumer’s price, if FO/FC is a not a licensed and NFA accredited grains retailer (which means that rice is for consumption and not for trading), per Selling Price Bulletin (SPB) ex-warehouse at the time of withdrawal.
5. Rice purchases of Legislators / LGUs shall be computed based on cash price for Government agencies, per Selling Price Bulletin (SPB) ex-warehouse at the time of withdrawal.
6. Rice allocations shall be paid only in the form of Cash or Manager’s Check to the NFA Cashier at the NFA Provincial Office issuing the stocks.
7. Withdrawal period for paid rice allocations under this program shall be as follows to commence after the issuance of an Authority to Issue (AI):

8. If you fail to withdraw the paid stocks within the prescribed withdrawal period, the remaining stock balance of the paid rice allocation shall be forfeited and payment shall be refunded.
10. Rice allocations that are not included in the Board Resolution / letter wherein the FO / FC / Legislators / LGUs signified their intention to purchase their rice allocations, shall be automatically forfeited. Any balance of the volume intended to be purchased, as specified in the Resolution / letter, not paid during the designated payment period (May 1 to September 30) shall likewise be automatically forfeited.
