Monetization of Leave Credits
1.15.1 NFA officials/employees may opt to avail of the following leave monetization as prescribed under Section 22 and 23 of Rule XVI, Book V of EO 292 and its Omnibus Rules, as Amended) :
a. Regular Monetization
Officials and employees who have accumulated fifteen (15) days or more vacation leave credits shall be allowed to monetize a minimum of ten (10) days and a maximum of thirty (30) days, provided, that at least five (5) days are retained after monetization. The availment of regular monetization of leave credits can be in any month of the year, but subject to availability of funds.
Funding for regular monetization shall be charged to the savings of the department/office concerned. The respective heads of offices (departments/executive offices/regional offices/provincial offices) shall be responsible for managing the funds allocated to their offices for regular monetization. They shall formulate a mechanism for scheduling and prioritization of application for leave monetization of their employees. BTFMD shall remit to the regional offices the funds allotted for regular monetization on a quarterly basis.
Regular monetization in excess of ten (10) days in a year shall be supported by a letter-request addressed to the Administrator, to be submitted by the requesting official/employee. This letter-request, together with the supporting documents [Application for Leave of Absence (ALA) and Certification of Audit of Leave Balances for Monetization

for individual) shall be endorsed by HRMD to the Administrator for approval.

b. Monetization of fifty percent (50%) or more
of the employee’s accumulated vacation/sick leave credits may be allowed under Section 23 of the Omnibus Rules on Leave for valid and justifiable reasons such as :
b.1 Health, medical and hospital needs of the employee and the immediate members of his/her family;
b.2 Financial aid and assistance brought about by force majeure events such as calamities, typhoons, fire, earthquake and accidents that affect the life, limb and property of the employee and his/her immediate family;
b.3 Educational needs of the employee and the immediate members of his/her family;
b.4 Payment of mortgages and loans which were entered into for the benefit or which inured to the benefit of the employee and his/her immediate family;
b.5 In cases of extreme financial needs of the employee or his/her immediate family where the present sources of income are not enough to fulfill basic needs such as food, shelter and clothing; and
b.6 Other analogous cases as may be determined by the Civil Service Commission.
The monetization of fifty percent (50%) or more of the accumulated leave credits shall be upon the favorable recommendation by the Head of Department/Regional Director concerned, for approval of the Administrator and subject to availability of funds.
An employee who would like to avail of the monetization of fifty percent (50%) or more of his/her total accumulated sick and vacation leave credits shall submit the following requirements to HRMD-PBU :
i. Letter-request stating the purpose of monetization duly endorsed by the proper authorities
C.O. employees shall be endorsed by the respective heads of department/office
R.O. employees shall be endorsed by the Regional Manager
P.O. employees shall be endorsed by the Provincial Manager and Regional Manager
ii. Clinical abstract/medical procedures to be undertaken in case of health, medical and hospital needs;
iii. Barangay Certification in case of need for financial assistance brought about by calamities, typhoons, fire, etc.;
iv. Other supporting documents such as Statement of Account/Bills/ORs etc. to support the reason/purpose for the availment of monetization;
v. Duly accomplished ALA, signed by the recommending and approving officials (please refer to the latest Specifications of Authority on Human Resource Matters);
vi. Photocopy of Perpetual Leave Cards (PLCs) for the current period (for F.O. rank and file employees, duly certified by designated RAO/PAO);
vii. Joint Certification from Regional Administrative Officer/Accountants as to the availability of funds (for Field Office only). In the case of central office employees, the corresponding memo transmittal being prepared by HRMD-PBU shall be forwarded to the Budget Treasury and Fund Management (BTFMD) as to the availability of funds and signature by the BTFMD Department Manager; and
viii. Certification of Audited Perpetual Leave Cards (PLCs) and Leave Balances for Monetization (Exhibit A)

1.15.2 Processing of ALA for regular monetization of ten (10) to thirty (30) days for Field Office rank and file employees shall be decentralized to the Regional Administrative Officers (RAO)/Provincial Administrative Officers (PAO).
1.15.3 All applications for monetization of fifty percent (50%) or more of leave credits of officials, C.O. rank and file employees and RAOs shall be processed by HRMD-PBU before final approval based on the latest approved Specifications of Authority.
1.15.4 For F.O. rank and file employees, the ALA for monetization of the 50% or more of leave credits of rank and file employees should be certified/signed by the RAO/PAO in the “Certification of Leave Credits” portion prior to endorsement to HRMD.
1.15.5 The number of days of sick leave/vacation leave credits that the employee monetized shall be deducted from his/her leave credits. For monitoring purposes, an official or employee who avails of this privilege shall file an ALA indicating therein the number of days he/she intends to monetize.
