Conduct of Internal Training Programs
XXX
7. Participants to internal training programs shall be required to accomplish a Training Program Evaluation Form (
Exhibit 8
) during the last day of the training program.
8. The Department/Office which conducted an internal training program shall submit to the Administrator through the HRMD a terminal report indicating the following:
a. Names of participants
with a disaggregation of male and female pax, including a recap thereof
b. Summary of ratings given by participants in the accomplished Training Program Evaluation Form as to:
b.1. Sufficiency and relevance of the topics discussed during the training program
b.2. Resource persons’ knowledge of the subject matter, teaching and facilitation ability and rapport with the participants
b.3. Management of the training program with regard to the instructional materials provided, food and meals, accommodation and training venue
c. Issues and concerns discussed and resolved during the conduct of the training program
d. Issues and concerns for the resolution/action and department/office responsible
e. Recommendations to improve the training program

Selection of Participants to Trainings

3. Nominees/participants should also meet the following eligibility requirements:
a. For local external training programs and internal training programs, nominees/participants must have rendered at least six (6) months service with NFA as a permanent employee and must have at least a Satisfactory rating in the last performance rating period.

2. Participation to external (local & foreign) training programs of Central Office employees shall be limited to three (3) participants per department/office per training program.

6. An employee with existing service contract from previous trainings attended may be allowed to attend another training program provided that the following conditions are met:
a. Participant has already submitted on time his/her training Attendance Report and Action Plan and a copy of the Certificate of Completion/Attendance
b. The total period of the existing/remaining service contract and the new service contract must not exceed twelve (12) months
c. Service contract shall not go beyond the date of compulsory retirement of the participant

All rulings, policies and/or issuances inconsistent with the herein provisions are hereby superseded.
