1. Coverage
1.1 The following officials shall be entitled to Representation and Transportation Allowance (RATA):

1.2 Those officials occupying positions which are identified under the General Appropriation Act (GAA) to be entitled to RATA, any downgrading should not affect the said grant.
This covers the Staff Assistants and incumbents of grade level 24 before the implementation of the Salary Standardization Law (SSL) but were downgraded to grade levels 20 and 22.
2. RATA of Officials/Employees in Acting Capacity
The following shall be observed in the reimbursement of actual representation and transportation expense of officials/employees designated in acting capacity to positions with grade level 24 and above:
2.1 The designation for at least one (1) calendar month shall be covered by a special order duly approved by the Administrator indicating therein whether the employee is entitled or not to RATA.
2.2 If the official or employee is designated in acting capacity to a position of grade level 24 and above which is vacant, a certification for reimbursement is needed. (See item 3.4 - payment of RATA). However, if the position is not vacant, official/employee shall present receipts to support the liquidation of actual representation and transportation expenses which shall be chargeable against the miscellaneous expenses.
2.3 The amount of the representation and transportation expenses shall not exceed the amount indicated in the pertinent portion of the General Appropriations Act (GAA) subject to adjustment.
2.4 Officials who are designated to higher positions are entitled to the amount of RATA of the position to which they were designated in accordance with GAA. The amount of increase shall be treated as representation and transportation expense and shall be subject to liquidation.
However, if the position to which an official is designated is vacant, item 2.2 shall apply.
3. Payment of RATA
3.1 Payment of RATA, whether commutableor reimbursable, shall be in accordance with the following rates as specified in the General Appropriations Act (GAA) of 1996:

3.2 As a general rule, RATA shalll not be pro-rated, only in the following cases shall pro-rating be made, based on the actual number of days worked for a particular month:
3.2.1 First payment to a new appointee if he has not assumed the duties and responsibilities of the position at the beginning of the month;
3.2.2 Last payment to a resigned, retired or transferred official; and
3.2.3 Officials who are on official leave without pay for less than one calendar month.
3.3 Claims for RATA reimbursement shall be supported by a duly accomplished RATA claim "
Certification
" (Exhibit 1). This shall be prepared in two (2) copies and must be properly signed by concerned official/employee.
4.
Suspension of RATA
The following are the grounds for the automatic suspension of the payment of RATA:
4.1 In case of reassignment for non-executive function whether at NFA or to other government offices is personally sought by the official concerned.
4.2 Officials who are facing administrative cases and who are under preventive suspension shall not be paid their RATA for the duration of their preventive suspension but not exceeding ninety (90) days effective on the date of the issuance of their preventive suspension. In case of exoneration, the official shall be entitled to back pay of RATA beginning at the first month of disallowance.
4.3 Officials who are on vacation, sick or maternity leave of absence with or without pay for at least one (1) calendar month shall not be allowed to reimburse RATA.
5. Other Rules and Regulations
5.1 RATA is granted by operation of law on the basis of rank and position and is therefore, attached to the position.
5.2 Officials who were promoted to higher positions are entitled to the amount of RATA of the positions to which he was promoted, in accordance with GAA.
However, if the amount of RATA of the promoted official is higher than the amount of RATA of the position to which he was promoted in accordance with GAA, he shall continue to receive the amount of RATA prior to promotion.
5.3 Officials and employees who are on authorized attendance at a training course/scholarship grant/seminar or any other similar activity, which is tantamount to the performance of their regular duties and responsibilities, may be authorized to continue to collect RATA on a reimbursable basis, subject to availability of funds.
5.4 RATA is not compensation income and shall not be subject to tax.
6. Funding Source
In all cases, commutable and reimbursable RATA shall be paid from the amount appropriated for the purpose and other personal services savings of the agency or project from where the concerned officials and employees draw their salaries. No one shall be allowed to collect RATA from more than one source.
The foregoing SOP supersedes SOP No. AGS 04015 issued April 1, 1979.
All rulings and/or issuances inconsistent herewith are hereby superseded.
This SOP shall take effect this
