1. COVERAGE
All NFA officials and employees, whether employed on full-time or part-time basis, under permanent, temporary or casual status, including contractual personnel whose employments are in the nature of regular employees who have
rendered at least one (1) year of service in the National Food Authority
on the NFA’s 35th Anniversary on September 26, 2007.
2. EXEMPTED
2.1 Those officials and employees who are
absent without official leave
(AWOL)
at the time of payment of the Anniversary Bonus from September 19 to 26, 2007.
2.2 Those who are
no longer in the service
as of September 26, 2007 or earlier date ;
2.3
Consultants,
experts, laborers of contracted projects (“pakyaw”), student laborers, apprentices, mail contractors, those
paid on piecework bases
, and others who are similarly situated.
2.4 Those who were found guilty of any offense in connection with their work during the 5-year interval between milestone years (i.e., between September 27, 2002 to September 26, 2007).
3. RULES AND REGULATIONS
3.1 The AB shall be paid at
P
3,000.00 per personnel
, provided that he/she has
rendered or expected to render at least one (1) year of service in the National Food Authority as of September 26, 2007.
3.2 The amount of AB shall be charged against the NFA’s
corporate operating budgets
.
3.3 In compliance with the DBM guidelines that the AB shall be granted only during milestone years and shall be received by the employee only once every five (5) years,
regardless of transfer from one government entity to another
, NFA employees who transferred to NFA from other government agencies anytime within the period September 27, 2002 to September 26, 2006, shall submit a certification issued by their former employer, that they did not receive any Anniversary Bonus from their former agency within the said period. Those who transferred to NFA after September 26, 2006 are not entitled to the Anniversary Bonus, because they do not satisfy the one-year service requirement as of September 26, 2007.
3.4 The Department for Accounting Services/Field Office Accounting Section shall generate the payroll for the AB for each department/office.
3.5 The Head of Office (Department Manager, Regional/Provincial Managers and Heads of Executive Offices) as a signatory in the payroll, shall be held responsible and personally liable for any payment of the AB not in accordance with the provisions of the guidelines.
3.6 DTBFM shall authorize/ remit the corresponding funds for the payment of the AB to the Regional/Provincial Offices.
In no case shall payment be made without the corresponding authorization from DTBFM, Central Office.
3.7 Payment of the AB shall be made
not earlier than September 19, 2007 but not later than September 26, 2007
and every milestone year thereafter.
