II. IMPLEMENTING GUIDELINES

To be able to respond immediately to calamities / emergencies, you are hereby instructed to activate Operations Center (OPCEN) during times of natural disaster or man-made calamities that adversely affect food security of the staple. The events stated below shall serve as trigger that will activate the NFA Operations Center (OPCEN):

1. Announcement / Issuance of weather bulletin by Pag-asa on weather disturbance

such as tropical depression / typhoons.

2. Occurence of continuous and heavy rains, flash floods, earthquakes, volcanic

eruption and other natural disasters.

3. Occurence of man-made disaster or conflicts like war, oil or food embargo,

terrorism and other man-made disaster.

The following NFA Disaster Preparedness Plan are to be implemented;

I. Pre-Emergency Phase

1. Organize Command Centers on a 24 hours in all Regional and Provincial Offices to oversee the disaster preparedness and operational activities. A skeletal force shall man these command centers headed by the Provincial Manager.

2. The NFA Operations Center (OPCEN) shall be operationalized as Command Centers housed at the Directorate for Marketing Operations where all reports will be submitted and shall be composed of the following:

Vice-Chairperson - BDPD, Director

Members - HRMD, Director

GSD, Director

3. If the province is the seal of the Regional Office, the Chairperson shall be the Regional Director or Assistant Regional Director while the Provincial Manager shall act as the Vice-Chair.

4. Create a warehouse task force composed of Warehouse Supervisor, Operations Officer and drivers and make themselves available for emergency operations at any given time.

5. Organize price monitoring teams to monitor prices and supply of rice as well as commercial and household stocks inventory. Other information like supply and prices of basic food commodities (to include meat, fish and vegetables) must be monitored and reported.

6. Rolling Stores to be ready for emergency rice sales to needy areas if necessary.

7. Ensure that critically deficit areas have sufficient rice stocks based on food security requirements. Effect stock movements at the most cost-effective way whenever necessary.

8. To facilitate release of stocks on credit, ensure that LGUs in your area have existing MOA's with NFA. Likewise, inform in writing all LGUs about the NFA terms and conditions on credit sales.

9. Conduct massive information campaign thru press and broadcast media regarding NFA Preparedness Plan.

10. Enhance coordination effort and undertake regular communication with RDCC / PDCC / LGU down to the municipal level and other concerned agencies.

II. During Emergency Phase

1. Issue/release rice to relief agencies like DSWD/PNRC/LGUs/others upon advise/authority based on the release price either Cash or Credit in accordance with the provisions of MOA.

2. Field rolling stores in areas most accessible to consumers. Include sale of other basic commodities if available.

3. Field/dispatch monitoring teams to determine effect on supply / price of rice and other basic commodities. Conduct survey of prices / supply and rice stock movements.

4. Transportation service maybe granted to RDCC / PDCC upon availability provided NFA operations are not disrupted.

5. Coordinate and attend regular meeting with RDCC / PDCC. Communicate / update LGU officials / Governor / Congressman about NFA disaster preparedness program / operations.

III. Post Emergency Phase

1. Continue the sale/release of rice to relief agencies and concerned groups / individuals based on requirements and reconcile issuances against payments made on all credit transactions under MOA.

2. Sustain sale thru rolling stores and other accredited outlets until normal situation has been restored.

3. Conduct immediate assessment on supply and price situation to include commercial rice stock movements and inventories.

4. Submit immediately Post Terminal Disaster Preparedness Report; to AO/ODAO/OAAN/DMO using prescribed format

They shall coordinate and oversee all the activities to be undertaken by NFA relative to preparedness, situation assessment, monitoring and rehabilitation in times of clamity/disaster whether natural or man-made.

The NFA Operations Center (OPCEN) shall operationalize as the Command Center housed at the Directorate for Marketing Operations.

They shall carry out the assigned task effectively in accordance with the accounting and auditing rules and regulations.

They shall serve with the highest degree of responsibility, efficiency and integrity and shall be accountable to the people in accordance with the constitutional mandate that a public office is a public trust.
