A.
General Policies
1. The accreditation of NFA suppliers for grains and feedgrains shall be conducted by the Grains and feedgrains Committee composed of the following members:
Asst. Administrator for Stabilization - Chairman
Asst. Administration for Corporate Affairs
Asst. Administrator for Industry Regulation
Asst. Administrator for Marketing Development
Director - DMO
Director - DELA
Director - DTFM
2. Formulation of polices and recommendations pertaining to accreditation of NFA suppliers of imported grains and feedgrains to the Administrator shall be vested upon the grains Importation Committee.
3. The accreditation of suppliers shall be done on a per commodity basis.
4. All applications for accreditation as NFA supplier of imported grains/feedgrains shall have a Philippine representative either as agent or branch offices.
5. Group of companies applying for accreditation shall be accredited as a group and only the mother company shall submit an offer to the NFA to represent the group.
if the mother company is not engaged in international grains trading, any member of the group shall be accredited to represent such group.
6. A Principal/Supplier with branch office or agent in the Philippines shall have its branch office or agent licensed as indentor by NFA-Metro Manila Office. An authority from the principal shall likewise be required from the branch office or agent.
7. NFA shall have the right to blacklist the supplier, agent or local representative for justifiable cause as determined by the Committee.
B.
Specific Policies
1.
Submission of Application for Accreditation
All interested suppliers through their respective agents shall file an application letter addressed to the NFA Administrator, stating therein their intent to be accredited as NFA supplier of grains and feedgrains, and submit the necessary requirements listed in
Annex A
to the Grains Importation Committee thru the Directorate for Marketing Operations (DMO) - Foreign Operations Division (POD).
2.
Evaluation Procedure
a. Upon receipt of the application letter, POD shall prepare an initial evaluation report on the basis of the requirements submitted by applicant (
Annex B.1
).
b.Foreign Operations Division shall inform the applicant their lacking requirements in accordance with
Annex A
, if any.
c. If all requirements are complete, Foreign Operations Division shall request the Directorate for Treasury and Fund Management (DTFM) to conduct a background check on the credit standing of the applicant for accreditation.
DTFM shall, upon acceptance of the result of background check, forward name to the Grains Importation Committee, thru Foreign Operations Division together with their comments/recommendations in a prescribed format in
Annex B.2
which shall serve as an additional criteria in evaluating the applicant.
d. Foreign Operations Division shall forward to the Directorate for Enforcement and Legal Affairs the complete set of documents submitted by the applicant for accreditation. DELA, upon evaluating the documents submitted, shall immediately furnish the Grains Importation Committee thru Foreign Operations Division their recommendations/comments on a prescribed format in
Annex B.3

e. Upon receipt of the evaluation of DELA and DTFM, DMO-FOD shall prepare a memo to the Grains Importation Committee regarding the completeness of the documents submitted, a Summary fo the applicant's company profile and an evaluation of the company's trading performance (Annex B.4).
DMO-FOD shall likewise prepare a memo addressed to the Administrator recommending the approval/denial of the principal's application for accreditation, attached therein the recommendation of DMO, DELA and DTFM (
Annex B.5
).
Said memo together with the folder of the accreditation documents shall be forwarded to the different members of the Grains Importation Committee for their initials. The Chairman of the Grains Importation Committee shall act as the recommending officer while the Administrator shall be the approving officer.
3.
Certificate of Accreditation/License
a. If the application for accreditation has been approved a certification of accreditation shall be issued to the supplier/principal or thru its local representative (
Annex C
).
b. The certificate of accreditation shall have a maximum duration of three (3) years from date of its issuance subject to cancellation/suspension in case of violation of contract or for other reasonable cause as determined by the committee. Suppliers with cancelled certification of accreditation shall not be allowed to reapply for accreditation.
c. An annual review of the accredited supplier's financial statement shall be made by NFA. Accredited suppliers are therefore required to submit a copy of their financial statement of the preceeding year to FOD-DMO on or before January 31 or very year.
d. Should the accredited supplier be still interested in supplying grains to NFA after termination date of its certificate, it shall apply for reaccreditation submitting the updated requirements as listed in
Annex A
.
e. The local representative, if not previously licensed by the NFA as indentor/supplier, shall secure a license as indentor/supplier of the specific commodities as embodied on their principal's certificate of accreditation from NFA-Metro Manila Office (MMO). Said license shall be renewed annually and a photo copy of same shall be submitted to Foreign Operations Division.
f. Local representatives who are current holders of NFA license as indentor shall update their licenses to include additional commodities not previously handled. A photo copy of said license shall likewise be submitted to Foreign Operations Division.
g. A surcharge equivalent to 100% of the license fee shall be imposed to license holders who fail to renew their license on time.
4.
Record Maintenance
a. The individual sets of the accreditation requirements of each accredited supplier shall be maintained by DMO-Foreign Operations Division.
b. DMO-Foreign Operations Division shall come up the masterlist of all accredited suppliers containing the following information for reference purposes:
1. Name of supplier/principal.
2. Business address including telex Number and Telephone Number.
3. Committees handled.
4. Name of local representative.
5. Business address and telephone number of representative, and
6. Effectivity and Expiry Dates of Accreditation.
Said masterlist shall be updated regularly to include newly accredited suppliers.
5.
Responsibilities
a. Directorate for Marketing Operations - FOREIGN OPERATIONS DIVISION
1. Accepts applications for accreditation as NFA suppliers of imported grains and feedgrains.
2. Checks completeness of accreditation requirements received and informs applicants of lacking requirements, if any.
3. Requests Fund Management to conduct a background investigation of the applicant's credit standing.
4. Requests Directorate for Legal Affairs to check the substance of documents submitted by applicant.
5. Informs applicant of approval/disapproval of application for accreditation.
6. Maintains individual files of applicants for accreditation.
7. Monitors updating of masterlist of NFA accredited suppliers of imported grains and feedgrains and furnishes updated masterlist to concerned offices
III. RESPONSIBILITIES
b. Directorate for Treasury and Fund Management (DTFM) Fund Management division (FMD).
1. Conducts background investigation on the applicant credit standing.
2. Analyzes financial statements submitted by applicants.
3. Prepares recommendation based on credit standing and financial statements.
c. Directorate for Enforcement and Legal Affairs
Checks substance of documents submitted by applicants for accreditation as supplier of NFA's imported grains and feedgrains.
d. Grain Importation Committee
1. Evaluates applicants for accreditation as NFA suppliers of imported grains/
feedgrains.
2. Recommends to the Administrator the approval/disapproval of applications for
accreditation of NFA suppliers of imported grains/feedgrains.
