All unused forced leaves, which are not supported by a disapproved Application for Leave of Absence (ALA) or by Certification that the forced leave was cancelled in the exigency of the service issued in the year the forced leave was applied for, were already deducted. This is pursuant to ODAFA-05-C-19 dated March 10, 2005.
