WAREHOUSING PERSONNEL DUTIES AND RESPONSIBILITIES
1.
Responsibilities of the Provincial Manager
1. To oversee the implementation of the Warehousing Policies and Procedures.
2. To see to it that warehousing personnel are fullly utilized in the warehousing operation.
3. To see to it that important logistics (manpower, supplies and equipment) essential to
the successful implementation of the warehousing operation are made available.
4. Under the principle of command responsiblity, the PM shall exert all effort to effect the necessary repair and maintenance of the storage facilities and quality control measures. Failure to do so shall subject him to liability for any loss that may happen to the stocks.
2.
Duties and Responsibilities of Warehouse Personnel
2.1 Sr. Grains Operations Office-WS - is responsible for the supervision and control of warehousing operations covering the proper storage.
Specific duties are:
a. Receiving, storing and issuing of stocks and other property accountabilities and issuance of corresponding documentation. Maintenance of records/stock book
and documents for all warehouse transactions.
b. Supervising the counting, weighing, segregation and prope piling of stocks
received and issued.
c. Supervising and contorlling warehouse personnel
d. Conducting inspection of warehouse perimeter and facilities.
e. Implementing the guidelines on safety, proper maintenance of sanitation and
hygiene and observance of good warehousing practices.
f. Initiating preventive measures for grains infestation.
g. Submitting periodic reports of stock accountability.
h. Upon notice of any structural defect and infestation/quality deterioration of
the stocks, it shall be the responsibility of the Sr. GOO-WS to immediately file
a written request to PM, attention the concerned personnel for the repair, pest
control, and/or classification as the case may be. Failure to do so shall subject
him to liability for any loss that may happen to the stocks.
I. Performing related functions that may be assigned.
2,2 Grains Operations Assistant II - Warehouse Assistant - is responsible for providing assistance to the Sr. GOO-WS II in the supervision and control of warehouse operation
covering the proper storage and safekeeping of grains or non-grains commodities such as empty sack, by products and facilities within the warehouse.
Specific duties are:
a. Assisting the Sr. GOO-WS in the control of receipts and issues as well as in the proper storage of stocks in the warehouse
b. Assisting the Sr. GOO-WS in the proper warehouse management, its sanitation,
safety and security.
c. Maintaining updated records of warehousing and activities.
d. Assisting in the preparation of report on stocks/MTS. receipts and issues and such other reports that may be required by other authorities.
e. Performing other functions as maybe assigned from time to time.
2.3 Clerk III - Field Clerk - is responsible in providing general clerical services to the Sr. GOO-WS
Specific duties are:
a. Typing daily/weekly/monthly reports, communications and other documents pertaining to warehousing transactions.
b. Recording all incoming and outgoing stocks, equipment and reports.
c. Assisting in the maintenance of updated records of warehousing operations and activities.
d. Assisting in the proper maintenance of the warehouse such as its sanitation, safety and security.
e. Performing such other duties as may be assigned from time to time.
2.4 Utility Worker II - Maintenance Aide
Specific duties are:
a. Responsible for the orderliness and cleanliness of the warehouse premises
b. Performing janitorial work.
2.5 The contracted laborer - does the manual jobs in the warehouse: piling, replying, handling
of stocks issued/receive by the Sr. GOO-WS for the warehouse. He may perform other functions that may be assigned by the Sr. GOO-WS.
2.6 The Grains Operations Officer II - Stock Quality Assurance Officer is responsible for the proper and efficient classification and grading of grains.
Specific duties are:
a. Classifying the grains as to variety code, condition, type and age
b. Conducting quality inspection of NFA stocks incoming, outgoing, in process and in storage.
Conducting quality inspection of NFA warehouses and evaluating the condition
of the stocks, the maintenance of sanitation and proper hygiene and the
observance of good warehousing practices by the Sr. GOO-WS. Failure to do so shall subject him to liability for any loss in quantity and quality that may happen to
the stocks.
c. Analyzing grains with the use of moisture meters, sieves, magnifying lenses and other apparatus to determine their purity, moisture content, the amount of chalky, immature, fermented and damaged grains.
d. Recommending remedial measures to upgrade and/or preserve the quality of
stocks such as the remilling or administering pest control.
e. Checking of miller contractors whether they are following NFA set specifications
per contract with the NFA Quality inspection and supervision of the milling
operations of the stocks are conducted.
f. Monitoring of wet stocks awaiting drying/issued to drying.
g. Coordinating with the Sr. GOO-WS on the proper piling of stocks.
h. Performing other related duties that may be assigned.
2.7 GOO II Duties and Responsibilities
The Grains Operations Officer II - Pest Control Officer I or the Grains Operations Assistant
II - Pest Control Aide is responsible for the preservation of the quality of NFA stocks
and the minimization of losses due to infestation.
Specific duties are:
a. Conducting pest control measures such as fumigation, fogging and spraying to minimize grain losses during the storage and preserving its quality up to the time
of disposal. He shall be held liable for any loss in quantity and quality of stocks resulting from heavy pest infestation due to failure to implement regular
pest control administration.
b Testing and evaluating the performance of the difference pest control equipment as reference for future purchase.
c. Testing the efficacy of chemicals being used for pest control measures.
d. Programming of chemical requirements, protective clothing and gadgets.
e. Ensuring proper maintenance and repair of pest control equipment.
f. Updating bin cards of pest control measures administered.
g. Monitoring resistance of insect species to certain pesticides in use.
h. Performing other duties that may be assigned to him.
2.8 The Mechanical Plant Supervisor - Mechanical Plant Operator is responsible for the operation of the NFA grains processing equipment such as dryers and rice mills. He secures the maintenance and upkeep of the same and performs other related task that
may be assigned to him.
