INVITATION AND CONDITIONS TO TENDER BID
FOR TRANSPORT OF NFA STOCKS
The National Food Authority (NFA) invites accredited carriers/shipping companies/vessels owners to submit sealed bids for the supply of vessels to be used to transport NFA stocks upon the following conditions:
1. The bid shall be submitted in quadruplicate copies at _______________ on _______________ at the NFA Boardroom, National Food Authority Matimyas Bldg. 101 E. Rodriguez Sr. Avenue, Quezon City at which time and place the CBA-2 shall open publicly the bids in the presence of the bidders and other interested persons. Copy of the official bid form is hereto attached as Annex ______.
2. The routes to be bid out are as follows:

3. The offer shall be accompanied by a Bidder's Bond in the amount of five per cent (5%) of the annual contract price depending upon the offer, in the form of cash, certified check, manager's check or bank draft issued by a reputable bank or Letter of Credit or GSIS Bid Bond callable on demand. The bid bond shall be automatically forfeited in favor of the NFA in he event that the bidder withdraws its bid after the opening of the bids and prior to the award, or if the winning bidder refuses to sign the contract within 72 hours from the formal Notice of Award. In case of bidder's bond issued by GSIS, original copy of the bond callable on demand shall accompany the bid.
4. The bidder may bid for any or all of the routes enumerated in Par. 2 hereof. The offer shall include names of the vessels which will be for use of NFA pursuant to the Contract of Affreightment.
Preferred types and sizes of vessels for NFA purposes are:
a. 2,000 to 5,000 DWT, 10-12 knots, 2 holds/2 hatches, 4 x 10 tons gear
b. 000-2000 DWT, 9 to 10 knots, 2 x 10 tons gear
Compliance with port limitations such as draft, length of pier, etc shall be carrier's responsibility.
5. Vessels are required, among others, to be provided with suitable hatch tents and not more than 15 years old.
6. The winning bidder shall within 72 hours from receipt of the award, sign the Contract of Affreightment, copy of which is hereto attached as Annex A.
7. Any complaint/protest regarding the conduct of the bidding shall be filed with the Committee on Bids and Awards - 2 within 72 hours after conduct of the bidding.
8. The Committee reserves the right to reject any or all bids, to waive any defect thereof, and to consider only such bids which in its judgment is the most reasonable and advantageous to the NFA.
