WHEREAS, the Local Government Units are tasked to provide basic social services to their constituents at all times particularly in times of calamities;

WHEREAS, Local Government Units are authorized to set aside from their Estimated Revenue from Regular Sources five percent (5%) for Calamity Fund and twenty percent (20%) for Special Development Fund inclusive of their Internal Revenue Allotment (IRA);

WHEREAS, the NATIONAL FOOD AUTHORITY was mandated to provide assistance to the LGUs cognizant of the need of the people.

WHEREAS, based on the above premise, the rice loan to LGUs was conceptualized in order to cushion the impact of (calamity/emergency) _ to our constituents.

NOW, THEREFORE, upon recommendation of the Municipal Mayor and at the instance of the Presiding Officer and on unanimous motion of the Sangguniang ______________ members present and duly seconded;

BE IT RESOLVED, rhat in our capacity as Presiding officer/members of the Sangguniang ____________ of ___________________ , we hereby authorize (name of Governor/Mayor) to represent the (name of LGU) to enter into a Rice Loan Memorandum of Agreement with the National Food Authority.

RESOLVED FURTHER, that as Presiding Officer and members of the Sangguniang __________________ further authorize the Provincial/City/Municipal Treasurer, MR. (name of treasurer) to appropriate the amount of ____________________ from our Calamity Fund/Special Development Fund/Other Fund (specify) to answer for our obligations with the NFA.
