I. TERMS OF REFERENCE
A. Rationale
For the information, guidance and compliance of all concerned, published hereunder are the guidelines for the pilot test implementation of maxi-time, in the National Capital Region and Cavite, for NFA Enhanced Retail Access for the Poor Trading (ERAP ) programs of the National Food Authority.

C. Scope
The guidelines cover the core operations of ERAP programs, namely: ERAP Sari-Sari Stores (ESSS), ESSS-Lingap, Palengke ng Bayan, 24-Hour ESSS, Rolling Stores, Tinda Vans and other future ERAP projects of the agency. Specifically, the following critical activities of the program are herein provided with procedures and mechanism to be adopted:

Payment of store operators;

Loading/ Reloading;
