A. Rationale
A. BACKGROUND
One of the objectives of the Ginintuang Masaganang Ani Rice Program is to increase the income of farmers. This objective can be realized through increased production by adopting the recommended Package of Technology (POT) including the use of certified seeds (inbred and hybrid), availability of irrigation water, and application of the recommended nutrients at the right place and at the right time.
The implementation of the Certified Seed (CS) Procurement and Distribution Scheme of the GMA Rice Program in coordination with the National Food Authority is geared toward the attainment of 80% CS utilization in the irrigated areas by 2004. For the year 2003, the program intends to increase the hybrid and CS utilization. However, the seed subsidy will be decreased. In order to sustain the utilization of certified seeds for those farmers who will not be covered by the seed subsidy, fertilizer support will be implemented and will cover 540 thousand hectares of fully irrigated areas.
The fertilizer support component of the GMA Rice Program is a means of sustaining the utilization of certified seeds and improving the productivity of farmers. There is a need for the government to intervene in the fertilizer distribution to farmers because of the increasing prices of fertilizer which may negatively affect the government’s local production program. To assure fertilizer supply in target areas, the Department of Agriculture through a Memorandum of Agreement, shall provide funds to the National Food Authority for the procurement of fertilizer from accredited suppliers and distribute same to masterlisted farmer beneficiaries on a 50:50 scheme starting this Wet (May-October 2003) and Dry (November 2003-April 2004) Cropping Seasons.
B. Objective
To guide NFA personnel in the implementation of the fertilizer support component of the GMA Rice Program.
C. Scope
These implementing guidelines shall cover policies and procedures for the pre-implementation of the program, procurement and distribution of the fertilizer, handling and storage, payment to suppliers, collection of the farmers’ portion of the fertilizer support, reporting and monitoring, and fund management.
